From April to May 2017, during the period when the Central Environmental Protection Inspector was stationed, the inspection team received reports from the people twice to reflect the long-term illegal discharge of pollution in Hongsheng Paper. The inspection team was transferred to Hunan Province as required. Yongshun County Party Committee and County Government took seriously, actively rectified, and implemented seizure and power-off of the company's main production equipment. However, after the arrival of the inspectors, Hongsheng Paper had no electricity to resume production without implementing specific rectification measures. In order to strictly enforce environmental protection laws and regulations, consolidate environmental protection responsibilities, and strengthen the seriousness of the central environmental protection supervision and rectification, Hunan Province has shut down Hongsheng Paper in accordance with regulations and completely dismantled the company's major facilities and equipment.
