The printing industry has a wide variety of production processes and a variety of products. The generation and emission of pollutants are complicated. In 2016, the total output value of China's printing industry reached 1.27 trillion yuan, ranking second in the world in terms of overall scale. There are about 101,000 various types of printing companies. The packaging and printing industry is an important branch of the printing industry. China has more than 51,000 packaging and printing companies. In 2016, the total output value of the packaging and printing industry in China's printing industry was 971.3 billion yuan, accounting for 76.4% of the total output value of China's printing industry.
At present, the printing industry's air pollutant discharge implements the "Integrated Emission Standard for Air Pollutants" (GB16297-1996) and "Emission of odorous pollutants" (GB14554-1993), and the water pollutants implement "Integrated Emission Standard for Sewage" (GB8978-2002 ) and "Quality Standard for Wastewater Discharged into Urban Sewers" (GB/T31962-2015).
The above standards only stipulate the emission limits of pollutants, and no provision is made for other aspects such as license volume, licensing matters, and management, and it is not possible to comprehensively curb the pollution behavior of pollutant discharge units. Therefore, there is an urgent need for specialized industrial wastewater discharge permit applications and issuance of technical specifications for the basic information of licenses and permits (sewage outlet location, quantity, discharge method, and whereabouts of pollutants are discharged; types of pollutants emitted, permit concentration, and permit emissions ; Heavy pollution weather or dry season and other special periods permit emission concentration and permit emissions) and management requirements to guide and regulate.

This standard stipulates the application of the pollution discharge unit's pollutant discharge permit in the printing industry, the basic conditions for the issuance of the issuance requirements, the determination of the allowable emission limits, the actual emission accounting, the technical methods for compliance determination, and the self-monitoring, environmental management, and emission permits. Reports and other environmental management requirements put forward feasible technical requirements for pollution prevention and control of pollutant discharge units.
This standard is applicable to guide the printing industry discharge units to fill out the "Application Form for Pollutant Permit" and to fill in the relevant application information in the application system of the National Emission Permit Management Information Platform. It is applicable to guide the issuing authority to review and determine the permit requirements of the sewage discharge unit of the printing industry. .
This standard applies to the use of solvent-based ink or the use of paint the amount of 80 tons and above, or the use of solvent-based diluent 10 tons and above the packaging and decoration printing emissions units emissions of air pollutants and water pollutants emissions permit management. In the printing industry discharge units, the implementation of the "Boiler Air Pollutant Emission Standard" (GB13271) production facilities or discharge outlets shall be implemented with reference to this standard, and shall be stipulated after the boiler discharge permit application and issuance technical specifications are issued.
The other production facilities and discharge outlets of the printing industry's sewage discharge units that do not provide for the discharge of industrial waste water, waste gas, or toxic and harmful atmospheric pollutants specified by this standard shall be implemented in accordance with the General Principles of the Application and Issuance of Technical Specifications for Pollutant Emission Permits.
