A few days ago, the Beijing-Tianjin-Hebei Investment Promotion Conference of the Printing and Packaging Industry Base of Liaoning Province (Kazor) was held in Beijing. The Beijing-Liaozhou Press and Publication Bureau of Radio, Film and Television and Printing Association signed a strategic cooperation agreement. Ten representatives of printing and packaging enterprises in the Beijing-Tianjin-Hebei region signed an agreement with the Yaolu Left Mongolian Autonomous County Park in Liaoning Province.
Since the beginning of the year, Chaoyang counties (cities) have successively held investment promotion conferences in the Beijing-Tianjin-Hebei region, focusing on the industrial transfer of Beijing-Tianjin-Hebei. In the first half of the year, the city landed 108 Beijing-Tianjin-Hebei projects. There were 511 warehouse projects in the city, an increase of 89 projects year-on-year, of which 277 and 21 projects were over 100 million yuan and over 1 billion yuan respectively.
Chaoyang is similar to the Beijing-Tianjin-Hebei region. In recent years, affected by factors such as industrial layout and factor cost, advanced industries such as advanced equipment manufacturing, high-tech, agricultural product processing, and modern logistics in the Beijing-Tianjin-Hebei region have accelerated their outward transfer, and the investment potential is huge. The Chaoyang Municipal Party Committee and the Municipal Government firmly grasped the two major opportunities of the Beijing-Tianjin-Hebei industrial transfer and the entry into the high-speed rail era, focusing on the seven provincial-level economic development zones in the city, targeting the Beijing-Tianjin-Hebei region, and paying close attention to investment attraction and project construction.
In order to do a good job in attracting investment, Chaoyang City established a city leadership to take the lead in attracting investment promotion mechanism, and set up a special leading group for investment in Beijing, Tianjin and Hebei. After each investment, the Standing Committee of the Municipal Party Committee listened to the situation report. Since the beginning of this year, the leaders of Chaoyang City have led the team to Beijing for investment 8 times and concentrated on attracting large enterprises and large projects. The number of direct investment departments in the city has increased from 10 to 20. The county (city) district and the development zone have established a mechanism for attracting investment. The township has seized the favorable opportunity of the reform of the county and township financial system to vigorously develop the “enclave economy”.
The construction of standardized workshops is an important measure for Chaoyang to intensively utilize land resources, gather and undertake small and medium-sized enterprises, and accelerate the cultivation and construction of industrial clusters. Chaoyang City adheres to the development and construction mode of “enterprise investment, the government only provides quality services”. In the first half of the year, it started construction of standard houses of 3.15 million square meters, built 2.35 million square meters, and accumulated 407 projects in Beijing and Tianjin. A large number of large projects such as the Zhongteng Times Big Data Industrial Park with a total investment of 2 billion yuan and the Beijing Tongniu Garment Industrial Park with a total investment of 1 billion yuan have been built. A number of industrial clusters, such as automobiles and parts, and new insulation materials, have accelerated their growth. Each county has formed two or more distinctive industrial clusters.
At present, Kazuo County is making every effort to build a paper-plastic packaging industrial park project with a total investment of 1.2 billion yuan. It has signed 78 enterprises and 23 temporary production enterprises. The scale and cluster development trend is obvious. Established as "Liaoning Printing and Packaging Industry Base". The total planned area of the base is 2.2 square kilometers. It is estimated that by 2020, more than 200 printing and packaging enterprises in the Beijing-Tianjin-Hebei region will be introduced, and the output value will be 15 billion yuan, making it the largest printing and packaging industry base in northern China.
