On August 5, the Jiangxi Provincial Press and Publication Bureau issued the “Interim Administrative Measures for Printing Industrial Parks (Bases) in Jiangxi Province”, which is the first provincial-level printing park management method issued by the provincial (district, city) press and publication bureau.
The person in charge of the relevant department of Jiangxi Provincial Bureau said in an interview with the reporter of China News and Publishing News that the printing industry in Jiangxi Province has developed rapidly in recent years and has formed a printing industry park (base) with its own characteristics. The "Measures" was introduced to bring into play the aggregation effect, intensive effect and demonstration effect of the industrial base, and to enhance the concentration and professional cooperation level of the printing industry in Jiangxi Province.
The "Measures" clarify the definition of industrial bases. The industrial base should have a certain independent innovation capability and a relatively complete industrial supporting service system, and have a certain industrial scale, industrial agglomeration effect and influence. The Measures also stipulate the reporting conditions for industrial bases. For example, an industrial base must have a clear construction goal and scale of development, and it is conducive to the formation of regional competitiveness and industrial agglomeration; industrial bases must have obvious economic advantages such as location advantages and labor advantages; land planning must reach a certain area. Planning in an area where a certain industry has gathered, it is also possible to allocate a new piece of land; the functional layout should be reasonable, and it must have a close relationship with other industrial chains.
According to the "Measures", any application that meets the above-mentioned reporting conditions can be submitted to the local press and publication administration department for approval, approval and approval by the Jiangxi Provincial Bureau, and included in the management scope of the provincial industrial base. The competent units of the provincial industrial bases must report the bases in March each year, and the Jiangxi Provincial Bureau will conduct assessments based on the above-mentioned reporting conditions. For industrial bases that fail to start on time and investment funds are not in place, the Jiangxi Provincial Bureau will cancel the licensing and announce to the public.
According to the Measures, approved industrial bases will receive policy and financial support. The Jiangxi Provincial Bureau will give priority to the allocation of resources such as project warehousing and special funds for cultural industry development, and will help the industrial base to carry out investment promotion activities, and propose that the competent authorities at all levels of the localities should approve the project, land supply and credit for the enterprises in the project. Priority arrangements are given for support, foreign exchange management, and special fund support.
