Since participating in the 7th World Printing Conference and the 5th International Printing Technology Exhibition held in Beijing, I have been deeply impressed by the mainland's active promotion of the printing industry policy and overall economic construction. It is undeniable that under the trend of emphasizing the cooperation and co-prosperity of the global economic system in the 21st century, the tariff barriers for the protection of local industries will be gradually broken, and the international competition will inevitably become more intense. In the face of the rapid changes in the future of the global printing industry, Taiwan is in dire need of a more in-depth review to re-adjust its industrial strategy in response to changes in the market environment.


With the take-off of Taiwan's economic development, Taiwan's printing industry has also had the glory of orders. Due to the rapid changes in technology, the overall economic environment has fluctuated greatly, and the order caused by the manufacturing industry has been lost. Feeling pressure and lamenting printing is difficult. However, is printing really difficult? Looking around the Asian region, countries such as Hong Kong, China, Japan, Singapore, etc., the proportion of the printing industry in the manufacturing industry is increasing year by year. Under the constant suppression of domestic enterprises and foreign investment, the prospects are promising. In contrast, in the eyes of the majority of Taiwan, the printing industry is not a high-tech industry, that is, it is regarded as a traditional civilian production industry, and ignoring the importance and development potential of the industry itself is undoubtedly a self-limiting and stifling the future of the industry.


For more than a decade, in terms of the development of printing technology, the prepress part can be said to be nearly 100% digital; in printing, the introduction of digital printing equipment has increased rapidly, and the investment amount last year alone is at least 50. More than 100 million yuan; and the general development of the Internet, the digital operating environment and the maturity of broadband, so that the technical cooperation of printing related enterprises in the upper, middle and lower reaches gradually formed, these changes are enough to prove that the power of the printing industry is being promoted by digital technology. Under the condensed integration, the development potential of more yuan is derived. As far as the market level is concerned, among the consumer goods used in daily life, all of them are related to printing and belong to the market-stable domestic demand industry. Combining the development conditions created by the combination of these technologies and the environment, we have no reason to be pessimistic about the printing industry, and we must be more active in paving the way for the future development of the Chinese printing market.


From the current analysis of the current status of the printing industry, the printing industry has more room for development that can be broken. It is only the industry's general lack of power in the traditional industry, and the loss of forward-looking power and courage.


From the advantages of the printing industry:

1. At present, the printing industry in Taiwan has moved towards digital automation, and its efficiency and quality have been greatly improved.

2. The academic qualifications of employees have generally improved. The industry's recognition of professional and technical licenses has led to the growth of on-the-job education and cross-disciplinary learning. The human assets of industrial upgrading have been accumulated invisibly.

3. The vigorous development of communication and information technology has supported the digitalization and technology research of printing processes, accelerating technological breakthroughs across media and geographies, and opening up broader business opportunities.

4. Taiwan's cultural education and consumption capacity have generally improved, and the demand for quality and quantity of printed matter is relatively low, which helps to stimulate the growth of the industry.


From the current weakness of the industry:

1. Taiwan's labor and environmental awareness are high, and the cost of labor and environmental protection is increased.

2. The printing industry's business trend is polarized, and the development of medium-sized enterprises faces the bottleneck of transformation.

3. There is still competition for price competition among the peers, resulting in a vicious circle.

In terms of opportunities created by the environment:

In terms of threats:

1. The printing industry in the mainland and Southeast Asia has developed rapidly, and the international competition has increased dramatically.

2. Raw materials and labor costs are higher than those in mainland China and Southeast Asia.

Looking at the above analysis, Taiwan's printing industry, under the joint efforts of industry, government, and research, has been said to have built a very sound development foundation, and how to stand at the current starting point, in response to the current situation and the rapid entry of the environment. The change of the future vision and strategy is the most urgent industry. Especially after joining the WTO, it will face the strong impact of liberalization competition in the international market. The battle for the consolidation and expansion of the market will inevitably be inevitable. At the same time, how should we respond to other countries with low raw materials and labor costs as competitive chips? It is an issue worth pondering.


In 1998, the "Printing Industry Development Strategy and Measures" formulated by the Ministry of Economic Affairs of Taiwan has revealed important strategic principles and feasible measures for the development of Taiwan's printing industry. The key points include:


1. Promote the printing division system: Encourage the printing industry strategic alliance to form a competitive advantage, expand overseas markets; promote the cooperation of international printing research institutions.


2. Strengthen the professional information system: establish a database, market and technical information of the printing industry system; promote the business system of foreign printing units to collect local printing information and market opportunities.


3. Develop key printing technologies: use academic research units to conduct key technology assessments and develop high value-added technologies and products; use the “Science and Technology Project Plan” to develop key technologies to transfer private units; and strengthen the technology of relevant R&D institutions in China. Exchange and cooperation; promote printing standardization and establish printing inspection and verification technology.


4. Plan human resources and cultivate printing professionals: use the "Printing Industry Talent Training Program" to cultivate talents; use the "Printing Skills Skills Verification Plan" to implement the printing license system; establish course lectures, series and correspondence audiovisual teaching database year by year, and Publishing course materials.


5. Promote technology promotion and counseling in the printing industry: use the “Telecom Industry Technology Promotion and Coaching Program”, “Assisting Domestic Traditional Industrial Technology Upgrade Plan” and other government guidance industry programs to promote technology upgrades and assist the industry to develop technology integration and new products. Research and development.


In the past few years, following the direction of strategy research and the substantial assistance provided by the implementation of various government industrial upgrading project plans, it has indeed received enthusiastic response from the industry. The improvement of corporate physique and the transformation and upgrading of technology have yielded results. However, in my opinion, the focus of the printing industry at this stage is mostly on the solution of production and application problems. After the technical gap between the factories is gradually reduced, the competitiveness will be difficult to highlight. Especially in the rapid development of digital technology and the rapid circulation of information, many electronic manufacturing industries have moved from labor-intensive to knowledge-intensive, greatly accelerating the pace of innovation and research and development, and driving the rapid growth of the industry. This is also the printing industry must actively follow the example. Therefore, the most important task in the future should be to stimulate the conscious and creative of the enterprise itself, and to cooperate with the strategy and measures of the country's overall industrial development, in line with the growth rate of other emerging industries. In the future, Taiwan’s main force in promoting the development strategy and guidance of the printing industry should encourage the industry to develop in the following directions:


1. Enhance industrial design innovation capability and added value:

(1) It is possible to introduce new cross-domain technologies to develop new markets and new customers by using the “Industrial Development Industry Technology Plan” and “Improving Traditional Industry Competitiveness Program – New Products/New Technology Development”.

(2) Develop creative-oriented businesses to increase the added value beyond the printing industry.

(3) The business scope is diversified and actively meets customer needs.


2. Accelerate the electronicization of enterprises and develop e-commerce models:

The "Promoting Manufacturing Automation and Electronic Plan" can be used to help printing companies develop consistent connection production, enterprise resource integration management, printing enterprise business trading platform, etc. under the existing digitalization and automation to meet the future requirements. The trend of digital management and networked business transactions.


3. Strengthen the training of digital printing, cross-domain technology, design and foreign trade talents:

4. Strengthen counseling and industrial pollution prevention and control:

Looking around the competition in the global printing industry, we believe that the key to the long-term livelihood of Taiwan's printing industry is not the investment competition of hardware equipment, but the correct direction of development, the proper use of strategies, and the mastery of technical knowledge. The promotion of talent education. If we do not make rules and enrichment now, China's printing industry will soon face a fault of development.
