Printing, slotting, die-cutting, and other processes are completed seamlessly, with several technicians closely watching the central control screen to calibrate equipment parameters in real time. "In the past, developing a high-end device meant companies had to assemble their own teams, find schools, and manage supply chains, which was time-consuming and labor-intensive. Now, through sharing, we only need to pay processing fees to use it, reducing costs by 40%. " said a company executive.

This shared factory production scene vividly reflects Dongguang County's exploration of the characteristic industrial cluster "shared intelligent manufacturing." In recent years, Dongguang County has thoroughly implemented the new development philosophy, relying on three major provincial key characteristic industry clusters: carton packaging machinery, plastic packaging, and organic chemical products. It has built a "shared intelligent manufacturing" model covering the entire industrial development cycle, promoting the cluster's shift from "solo efforts" to "collaborative operations," and forging a high-quality development path of cost reduction and efficiency improvement. Relying on the "shared intelligent manufacturing" full-cycle model, the momentum for county-level industrial cluster development continues to be unleashed: Dongguang's domestic market share of carton packaging machinery remains stable above 65%, with products exported to more than 130 countries and regions; The annual output value of plastic packaging has exceeded 20 billion yuan, accounting for about 30% of the national market share, and has built the only complete plastic packaging industry chain in the country; In the field of organic chemicals, it has cultivated multiple national "single champion" products.

Focusing on sharing "pre-production" elements, Dongguang County relies on leading backbone enterprises and well-known universities and research institutes such as Tianjin University and the Chinese Academy of Sciences to build a "shared R&D brain" and overcome common technological barriers. The component matching rate within the cluster reached 95%, significantly enhancing the resilience of industrial and supply chains. In addition to cost reduction and efficiency improvement in the supply chain, the sharing model also provides a public support platform for improving industrial quality. Focusing on the construction of the "shared testing" platform, Dongguang County has built and operated the Hebei Provincial Institute of Quality Inspection Dongguang County Laboratory to high standards, forming 139 parameter inspection and testing capabilities covering food contact materials, packaging machinery, and other fields. Enterprises can share authoritative testing services without building their own laboratories, with 91 participating enterprises.

When products leave the production line, the sharing model continues to extend into post-production service stages. For many years, Dongguang County has continuously hosted the China Dongguang Carton Packaging Machinery International Expo and the China Cangzhou Dongguang Plastic Packaging International Expo, providing a multi-layered "shared booth" for county SMEs. Organize enterprises to participate in domestic and international exhibitions, jointly carry out publicity and promotion, standardize the use of regional brand logos, and continuously enhance the influence of regional public brands such as "Dongguang Carton Machinery" and "Dongguang Plastic Packaging." By building cross-border e-commerce shared service centers, provide small and medium-sized enterprises with one-stop foreign trade services such as customs clearance, logistics, foreign exchange settlement, and overseas warehousing, promoting the gradual transformation of county-level industrial clusters from "product export" to "brand export." Currently, by activating a public bonded warehousing sharing platform, 14 companies have signed agreements to participate in warehousing sharing at Hebei Cangsu Warehousing and Logistics Co., Ltd.
