Hongde Packaging is a key project of the "Yellow River Good Valley" project, which was invested and constructed by the National Tobacco Monopoly Bureau in 2011, with shareholders such as Hunan Tobacco, Shuangwei Investment, and Shaanxi Tobacco. It carries the livelihood expectation of allowing immigrant people to "work at their doorstep and become rich with their own hands", and currently solves the employment of 328 local people.
In the first half of 2025, Ningxia Hongde Packaging Materials Co., Ltd. established its position as a regional economic benchmark with hard core performance data, achieving an output value of 2.239 billion yuan, paying over 117 million yuan in taxes, and driving employment for more than 300 laborers, 90% of whom are immigrants. It has formed a synergistic effect in industrial development and social value creation, fully playing the pillar role of "stable growth".

Party building leads: 'Red Engine' drives high-quality development
Ningxia Hongde Packaging takes the "Party building+" characteristic development model as the core driving force, deeply linking the construction of party organizations with the industrial chain, and building an innovative system empowered by the "red engine" for high-quality development. The company has broken through the dilemma of traditional party building and production and operation, establishing party organizations at key links in the industrial chain, forming a three-dimensional party building organizational structure covering research and development, production, and supply chain, and providing an organizational foundation for transforming party building work into productivity.

The company achieves deep integration of party building and production and operation through carriers such as "Party Member Demonstration Posts" and "Technical Tackling Teams". Party members actively claimed technical difficulties, led the formation of cross departmental teams to tackle them, and completed a total of 6 key technological innovations, directly driving a 0.3% increase in output value and transforming party building work from "soft power" to "hard indicators". This practice of "party building empowering production" ultimately condenses into an efficient and collaborative "red production line" system, achieving a two-way promotion of party organization construction and production efficiency improvement.
To further unleash the effectiveness of party building, the company innovatively launched the "Internet Co construction" action and established strategic cooperation relationships with party organizations such as Wuzhong Cigarette Factory and Hongde Village in Hongsibao Town. Through the "triple" mechanism of organizing joint construction, resource sharing, and problem solving, we have successfully solved the bottleneck problems that restrict development, such as labor shortage and high logistics costs. For example, in cooperation with the Hongde Village Party Organization, targeted skills training was carried out to solve the shortage of more than 120 frontline workers within six months; Sharing logistics and warehousing resources with Wuzhong Cigarette Factory has increased raw material turnover efficiency by 15% and effectively reduced supply chain costs.

The girl Wei Chuxi, born in 1997, has indeed achieved great success. After graduating from vocational school, Wei Chuxi came to work at Ningxia Hongde Packaging Materials Co., Ltd. and has now been promoted to a supervisor. When it comes to the days before and after immigrating, her smile is as sweet as a flower: "Before coming to Hongde Village, my father worked alone outside for only one or two thousand yuan a year, which was very difficult for me and my two sisters to study. Now my mother and I are both working in Hongde Packaging, and we have seven or eight thousand yuan in a month. Our family life has become much easier. I work at the doorstep, and my grandmother and parents can take care of everything. We both feel very secure
The family story of Wei Chuxi reflects the depth of corporate assistance: "You could earn a stable income right at your doorstep, which was unimaginable in the past." Wei Chuxi's emotions express the common voice of 328 immigrant employees.
As a key livelihood enterprise in Hongsibao District, Hongde Packaging has been carrying the mission of "enabling immigrant people to find employment at their doorstep and become rich with their own hands" since its establishment. As of June 2025, the company has driven over 300 immigrants to achieve stable employment. Among the current employees, 328 come from local immigrant families, accounting for 68% of the total workforce. Of the more than 40 new job positions added in the first half of 2025, 90% will be targeted towards recruiting immigrants, covering multiple fields such as production operations, quality inspection, warehousing and logistics, forming a complete support chain of "training employment promotion".
From the family ledger of Wei Chuxi's mother and son to the livelihood coverage of 328 job opportunities, Hongde Packaging has built a virtuous cycle of "increasing immigration income, developing enterprises, and promoting regional prosperity" with the real economy as the fulcrum.
