Recently, under the leadership of the Shanghai Academy of Environmental Sciences, more than 10 experts from the petrochemical industry, the whole vehicle industry, the shipbuilding industry, the container manufacturing industry, and the printing industry participated in the local standard “Shanghai Volatile Organic Pollutants Unit's Pollution Discharge Coefficient Establish technical guidelines (for trial implementation) for consultation.
To implement the Law of the People's Republic of China on Environmental Protection Law, the Law of the People's Republic of China on the Prevention and Control of Air Pollution, and the Regulations on the Prevention and Control of Air Pollution in Shanghai, improve the quality of Shanghai's ambient air and promote the technological progress of industrial enterprises in Shanghai. Volatile organic compounds (VOCs) emission reduction, improve the technical support system for pollutant discharge permit, this standard was proposed by the Shanghai Municipal Environmental Protection Bureau, the Shanghai Environmental Science Research Institute drafted and prepared, will be released and implemented in 2018.
According to local standards, the pollutant discharge unit can and should establish the discharge coefficient from the whole plant to the workshop to the source item, which can be used for pollutant discharge permit, environmental statistics, sewage tax, environmental impact assessment, etc., to meet various management needs. According to the relevant documents issued in parallel with this standard, “Accounting Methods for Actual Emissions of Volatile Organic Compounds in Shanghai Sewage Units”, the actual accounting methods for VOCs are divided into two methods: the actual measurement method and the sewage discharge coefficient method. The actual measurement method is basically consistent with the relevant relevant laws and regulations.
