In order to implement the important deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China on the integration of culture and science and technology, conform to the rapid development trend of the new round of scientific and technological revolution and industrial transformation, focus on strengthening the mainstream position of publishing in the digital era, and promote the in-depth integration and development of publishing to achieve more obvious results, the National Press and Publication Administration will continue to organize and implement the publishing integration development project in 2025. The relevant matters are hereby notified as follows.

1. General requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, thoroughly study and implement Xi Jinping Cultural Thought, and continue to deepen the implementation of the integrated development project of publishing in accordance with the national "14th Five-Year Plan".

2. Specific arrangements

1. Organize and recommend key projects for the integrated development of publishing, and actively guide the industry to expand the supply of high-quality products. For publishing units (including online publishing service units) and units and institutions engaged in digital content services-related businesses, recommend a number of key projects for the integrated development of publishing with high-quality content, leading technology, and novel models from the projects they declare, and guide and drive publishing units to optimize product supply and build a high-quality system. For the above-mentioned key projects, we will actively carry out cultivation and promotion, promote the continuous deepening of project construction in the unit, guide the holding of achievement conferences for promotion, and create a high-quality product matrix for the integrated development of publishing.

2. Continue to carry out in-depth discussions and exchanges on the integration and development of publishing, and actively guide the industry to solve bottlenecks. Hold seminars on the integrated development of publishing, carry out normalized exchanges mainly with demonstration units of integrated development of publishing, actively promote typical experience, promote the solution of integrated problems, cultivate leading talents in the integrated development of publishing, and promote the formation of new momentum and new advantages for the integrated development of publishing.

3. Guide the preparation of the annual publishing integration and development report, and actively guide the innovation and upgrading of the industry. 3. Organization of work

The National Press and Publication Administration will bring together relevant think tanks, institutions, experts and scholars to conscientiously organize the recommendation of key projects for the integrated development of publishing, special seminars and exchanges, and the drafting of annual reports. The competent sponsoring departments of all publishing units and the provincial-level publishing management departments should attach great importance to the integration and development of publishing, increase support for the in-depth integration and development of publishing, and promote the implementation of all tasks of the integrated development of publishing. Regarding the recommendation of key projects for the integration and development of publishing, the competent sponsoring department of the reporting unit and the provincial publication management department where it is located should carefully organize and promote it in a solid manner, and strictly review and check the qualifications, compliance with rules and disciplines, as well as the standardization, authenticity and adequacy of the application materials, and report it to the National Press and Publication Administration after summarizing and submitting it to the National Press and Publication Administration.
