According to the Environmental Protection Department of Hebei Province, in the autumn and winter of 2018-2019, Hebei Province will implement nine special actions such as loose coal remediation, de-capacity and retreat to relocate, and comprehensively control air pollution.
Implement a special campaign for the treatment of loose coal. Increase the elimination of coal-fired boilers, accelerate the construction of centralized heating pipe networks, and eliminate coal-fired boilers within the coverage of pipe networks. Before the end of October this year, the ultra-low emission transformation of coal-fired boilers of 65 tons and above was basically completed. Implement a special campaign to clean up and rectify the “disorganized pollution” enterprises. Establish a dynamic management mechanism for “scattering and pollution” enterprises, and put an end to the “distributed pollution” project construction and the banned “scattering and pollution” enterprises from different places and resurgence. Before the end of October this year, the municipalities and Xiong'an New District completed a new round of “scattering and pollution” enterprises, and established a list of newly discovered “scattering and pollution” enterprises to implement classified disposal.
Implement special actions for deep pollution control of industrial enterprises. Before the end of this year, pilot the development of colored plumes in coal-fired power plants in urban main urban areas and environmental air sensitive areas. Under the conditions of safe production license, the closed storage, closed transportation, system collection of industrial enterprise materials, and the implementation of unorganized emission control in the production process will be basically completed before the end of this year. Promote clean transportation, bulk materials and products are mainly transported by rail, waterway, pipeline, new energy vehicles or vehicles that meet the national six emission standards.
Implement a special action on comprehensive management of dust pollution. Before the end of October this year, each city will establish a dynamic management list of construction sites, and the construction sites should be “six hundred percent” such as the surrounding fences at the construction site. All localities should incorporate the bad information that the dust management is not in place into the credit management system of the construction market, and the plot is seriously listed in the “blacklist” of the main body of the construction market. Implement special actions for pollution control of diesel trucks and non-road mobile machinery. Conduct supervision and spot checks on diesel truck pollution control devices, on-board diagnostic systems, and exhaust gas emission standards, and form a joint supervision and normalization mechanism for environmental protection department inspection, public security traffic control department punishment, and transportation department supervision and maintenance. Before the end of this year, the transmission channel city completed the investigation of non-road mobile machinery, and delineated and announced the low emission control zone. Regular inspections of construction machinery used in low-emission control areas are conducted. Before the end of this year, Tangshan Port and Huanghua Port all implemented coal transportation by port coal, which greatly increased the proportion of railway transportation in the port.
Implement a special campaign against severe black gas stations (points) and oil products. Before the end of October this year, various localities launched special campaigns against black gas stations (points). Black gas stations (points), black tankers, and illegal small refineries should be immediately sealed up and dismantled to prevent resurgence. Gas stations (points) that do not install or operate oil and gas recovery devices are sealed up and rectified within a time limit. Before the end of this year, Zhangjiakou, Chengde and Qinhuangdao City completed the replacement of the national standard car with gasoline and diesel, and Hebei Province supplied gasoline and diesel for vehicles that meet the national standard. Since January 1, 2019, Hebei Province has stopped selling gasoline and diesel fuels below the national standard.
Implement special actions for industrial furnace kiln pollution control. Increase the elimination of non-standard industrial furnaces, strictly implement the industrial boiler kiln pollutant discharge standards, strictly enforce the law and regulations, and promote the industrial furnaces and kiln that consume energy, environmental protection, safety, quality and technology can not be shut down according to regulations. . Implement the deep treatment of industrial furnaces and kiln, and completely eliminate the desulphurization facilities with simple environmental protection technology and poor pollution control effects.
Implement special actions for the comprehensive management of volatile organic compounds (VOCs). Accelerate the deep management of VOCs in key industries such as petrochemical, coking, pharmaceutical, rubber, plastics, industrial coating, packaging and printing. By the end of this year, we will complete the comprehensive rectification and standardization of VOCs in key industries, and install online monitoring and over-standard alarm devices. The unfinished enterprises shall be suspended from production and rectification according to law, and the peak production plan shall be included.
