On July 25, the Guangdong Provincial Development and Reform Commission announced the “Guangdong Province 2018 Annual Carbon Emissions Quota Allocation Implementation Plan” (hereinafter referred to as the “Program”), marking the official opening of the sixth implementation year of the Guangdong Carbon Trading Pilot. Prior to this, Guangdong has achieved 100% compliance with all controlled companies for four consecutive years.
According to the “Program”, the industry enterprises that have included carbon emission management and trading scope in 2018 are 20,000 tons of carbon dioxide per year in the six industries of electricity, cement, steel, petrochemical, papermaking and civil aviation (or annual comprehensive energy consumption of 10,000 tons). There are 249 companies with coal and above. The above six industries have been listed in relevant national and provincial plans, and are expected to be completed and put into operation in 2018-2019 and are expected to emit 20,000 tons of carbon dioxide per year (or annual comprehensive energy consumption of 10,000 tons of standard coal) and above. A total of 39 project enterprises have been expanded and rebuilt.
The list includes 56 papermaking companies and 9 papermaking enterprises with new expansion projects. Compared with the 2017 list of the control list, the papermaking industry in Guangdong Province increased the Zengcheng Yongyao Paper Products Co., Ltd., Zhaoqing Kelun Paper Co., Ltd. and Huizhou Fuhe Paper Co., Ltd. in 2018, reducing the Xiangxing City of Dongguan.
