First, attach great importance to, recognize the situation, and do a good job in governance
The treatment of nitrogen oxides in gas-fired boilers is an important measure to win the battle against blue sky and further improve the quality of the atmospheric environment. It is a main direction for efforts to deepen air pollution control and is an important part of deepening boiler management.
There are 10,771 sets of 36,563 tons of gas boilers in the province, of which 10,388 sets of gas-fired boilers are 10,388 tons of gas steam boilers. The gas-fired boilers are basically not treated with nitrogen oxides, and the annual emission of nitrogen oxides is about 38,500 tons. About 150mg/m3.
At the same time, the annual average concentration of nitrogen oxides in our province is relatively high, and the annual average concentration of nitrogen oxides is much lower than that of sulfur dioxide, which is one of the main reasons for the occurrence of haze and high ozone concentration.
The surrounding Beijing-Tianjin area made arrangements for the gas boiler treatment and achieved initial results. Beijing completed the low-nitrogen combustion reform of the gas boiler, and the nitrogen oxide emission concentration was controlled within 30mg/m3, and the total emission was reduced by 80%; Tianjin The local standard for boiler air pollutant discharge was introduced, and the nitrogen oxide emission concentration was controlled within 80 mg/m3.
All localities must deepen their understanding, strengthen their actions with a strong sense of political responsibility and courage to take responsibility, compact their responsibilities, conscientiously organize and carry out governance work, and make new contributions to win the blue sky defense war.
Second, highlight key points, clarify goals and tasks, and lay a good fight against governance
All localities should strengthen their awareness of time limits, arrange arrangements reasonably, and ensure that their management tasks are completed on schedule. By the end of June 2020, the existing non-electric gas-fired steam boilers, hot water boilers, stratified furnaces and coal smelting furnaces have all completed low-nitrogen combustion reform. Soot, sulfur dioxide and nitrogen oxides reached 5mg/m3, 10mg/m3, 30mg/m3, and the newly built gas boiler was installed with low-nitrogen combustion equipment and reached the discharge standard.
20 steam ton / hour and above gas boilers should be installed with automatic monitoring facilities for air pollution sources, and networked with environmental protection departments, while installing a distributed control system (DCS system). A gas-fired boiler with a steaming capacity of less than 20 tons/hour should be equipped with a nitrogen oxide tail gas analyzer. The on-site inspection should be able to provide emission monitoring data for at least one year.
Before the end of October 2018, each city should complete 383 sets of 11399 steam tons of low-nitrogen combustion of gas boilers with more than 10 tons of steam, complete two-thirds of the total number of units by the end of October 2019, and complete the task of low-nitrogen transformation before the end of June 2020. . Third, strengthen safeguard measures, strictly supervise assessments to ensure effectiveness
(1) Strengthen organizational leadership. The Provincial Atmospheric Office will incorporate the NOx treatment of gas boilers into the air pollution control assessment system, implement a monthly dispatch notification system, conduct supervision and inspection, timely sum up experience, solve problems, and advance the implementation of targets and tasks. For the failure to complete the transformation task on time and the annual average concentration of nitrogen oxides exceeds the standard, the provincial environmental protection department will suspend the approval of the newly added nitrogen oxide construction project environmental assessment documents in addition to the people's livelihood projects. All localities must also strengthen organizational leadership, implement governance tasks to responsible units, responsible positions and responsible persons, and strictly assess accountability.
(2) Increase policy support. Formulate the “Boiler Air Pollutant Emission Standards in Hebei Province” to tighten the pollutant discharge limits. Appropriate subsidies will be given to the financial subsidies for the comprehensive management of air pollution for the governance projects that have passed the inspection and acceptance. Simplify the EIA approval procedures, and carry out online filing management for the low-nitrogen combustion reform of gas boilers with reference to the “Regulations on the Classification of Environmental Impact Assessment of Construction Projects (2017)”.
(3) Strengthen law enforcement inspections. All localities should carry out special supervision and law enforcement inspections in accordance with the requirements for comprehensive treatment of air pollution. They should order enterprises to suspend production for the unfinished governance tasks, strengthen the daily supervision of completed projects, and ensure stable discharge. For problems such as excessive discharge, falsification, unauthorized cessation of environmental protection facilities, smuggling and smuggling, etc., rectify within a time limit and be punished according to law; if there is illegal behavior, the relevant personnel shall be investigated for criminal responsibility.
(4) Strengthening quality management. All cities and counties should strengthen the technical capabilities, project promotion, acceptance monitoring, and fund use supervision and management of equipment manufacturers, and select equipment manufacturers with mature technology, good results, and successful cases. Strengthen the management of social testing institutions, organize the supervision and sampling of test results, and ensure the quality of the project.
