The first director office meeting of the second term of the China Packaging Union Circular Economy Committee was successfully held
On July 28, 2026, the first director office meeting of the second term of the Circular Economy Committee of the China Packaging Union (hereinafter referred to as the "Circular Committee") was successfully held at the Tianjin 1958 International Hotel. More than 50 representatives from the committee's director units and key enterprises across the entire industry chain gathered to attend.
The meeting was carried out through three main sessions: an annual work review, project roadshows, and industry-focused discussions. It comprehensively summarized the achievements in the construction of the green recycling industry in the first half of the year and clarified the key tasks to tackle in the second half; various chain projects were showcased and detailed reports were presented; discussions were held on China's packaging industry "15th Five-Year Plan" development strategy to explore growth paths and seek development directions, contributing ideas for the sustainable development of the packaging industry's circular economy.

Five Major Dimensions Outline the Green Development Report
Director unit, Gao Xuewen from Jiangsu Caihua Packaging Group, gave a comprehensive review of the core achievements in the five major sectors for the first half of 2026:
First, the four circular economy benchmark demonstration scenarios have been implemented effectively; second, the full industry chain circular standard system is being accelerated; third, multi-dimensional industry empowerment is precisely solving transformation bottlenecks; fourth, domestic and international dual collaboration channels are continuously expanding; fifth, refined member services are reaching frontline enterprises directly.
Based on these five sectors, we leverage our own branded activity "Green Packaging Circular China Tour" to create a replicable and scalable model for industry green transformation; we have successfully initiated two standards and organized applications for another two; seizing the key window for mandatory implementation of the EU PPWR regulation, we conducted in-depth online and offline interpretations of the regulations, and completed the advanced training program "Green Packaging Sustainable Development Strategy and Practice under the Circular Economy System" as per document No. 35 (2026) issued by the Ministry of Human Resources and Social Security; internally, we coordinate with various packaging committees to expand the industry expert think tank; externally, we maintain regular connections with international authoritative institutions such as CHI, PCG, CGF, and GIZ, track updates on overseas green regulations in real-time, and promote mutual benchmarking and recognition of domestic and international green packaging standards; we also built a supply-demand resource matchmaking platform for the industry chain to open the "last mile" for companies implementing green policies.

Five Major Focus Areas Anchoring Annual Key Goals
As the leading unit, Jiangsu Caihua Packaging Group's Xia Yu, considering the full implementation of the Environmental Code, the promotion of the 15th Five-Year Plan for the Circular Economy, and the EU PPWR entering routine regulation, released the key work plans for the second half of the year:
First, tackle circular demonstration projects to create a benchmark for standardized transformation; second, accelerate the construction of the standards system to strengthen the industry compliance foundation; third, upgrade the integrated technical service platform to open up dual channels for domestic carbon reduction and foreign trade compliance; fourth, deepen international compliance coordination to enhance global industry influence; fifth, strengthen industry exchanges and the cultivation of versatile talent.
In December, the "2026 Green Packaging Sustainable Development Technology Forum" will be held in Changshu, focusing on the implementation of the Environmental Code, the 15th Five-Year Plan for carbon reduction, PCR industrialization, and PPWR compliance achievements; in collaboration with Europe's CHI and PCG authoritative institutions, a premium PPWR compliance practical course will be developed to cultivate professional talent capable of both domestic policy implementation and overseas trade compliance.

Collaborating for Development, Offering Ideas and Suggestions
Under the chairmanship of Gao Xuewen, the attendees discussed the development direction and goals of China's packaging circular economy during the 15th Five-Year Plan period. They all agreed that during the 15th Five-Year Plan (2026-2030), China's packaging industry's circular economy will enter a new stage of systematic advancement, with the core focus on leading high-quality development through green design and fully integrating the mandatory requirements of the national "15th Five-Year Plan for Circular Economy Development" and the "Ecological Environment Code."
As a service-oriented manufacturing sector, the packaging industry needs to shift from single-use to a full-lifecycle green closed-loop model. Enterprises should take the lead by embedding circular economy concepts into their entire production and operation processes; industry associations need to strengthen self-discipline and provide guidance; and research institutions should tackle key common technologies and improve process and equipment levels. Through collaboration between government and enterprises and innovation across the full value chain, the packaging industry will steadily move forward on the path of green, low-carbon, high-quality development, contributing the "power of packaging" to building a beautiful China.
