2009 is nearing completion. In order to take stock of the development of China's printing industry this year, look forward to the trend of industry development in 2010, and clarify the management ideas of industry development in 2010. Recently, Cao Hongyu, deputy director of the Printing and Distribution Management Department of the General Administration of Press and Publication, interviewed reporters on China. A number of questions in the development of the printing industry answered questions from reporters.

This year's total output value rises against the trend

Q: Since the mid-2008 period, the world economy has been hit by the international financial crisis. In this global crisis, what is the state of China's printing industry?

A: Since 2008, China's economy has been hit by the international financial crisis. This global financial crisis has had a tremendous impact on the development of China's printing industry, and some of its effects may continue for some time. However, the State Council has decisively proposed the ten major industrial revitalization plans, and various policies and measures have been introduced; some local governments actively encourage the development of the printing industry; more importantly, the comrades in the printing industry are actively working hard, according to the statistics of this year. The total output value of the printing industry increased by 15.25% year-on-year; the total profit and tax was 43.664 billion yuan. China's printing industry has risen against the trend in the context of the adverse international financial crisis.

Increased degree of intensification

Q: Please analyze the changes in the overall pattern of the printing industry in the past year.

A: From the industrial layout, we will observe such a set of figures: As of April 30, 2009, there were 101,857 printing enterprises of all kinds in the country, a decrease of 186 from the previous year's 102,043, a decrease of 0.18%; the number of employees was 40,486,100. Last year, 3,486,652 people increased by 561,958 people, an increase of 16.1%.

From the data, the total number of printing enterprises in China decreased by 186, down 0.18% year-on-year; meanwhile, the number of employees increased by 16%. It shows that the degree of intensification of the industry has been greatly improved, and the total output value has increased by 15.25%. This reflects the favorable adjustment of the structure of China's publishing industry in the context of the international financial crisis.

From the perspective of digital printing (personal printing), since 2008, only Canon C6000 and C7000 high-end digital printing machines have sold 110 units in China. This shows that the development momentum of digital printing technology is strong. The development of the printing industry reflects the requirements of the central government on "maintaining growth, expanding domestic demand, adjusting structure, and promoting employment." The general trend of China's printing industry is to develop in a good direction.

From the perspective of geographical distribution, the layout of China's printing industry is still the pattern of the Pearl River Delta, the Yangtze River Delta and the Bohai Sea.

Taking Guangdong Province as an example, there are 18,890 printing enterprises, accounting for 18.55% of the national total; industrial output accounts for 24% of the national total; foreign-invested enterprises have 1,111, accounting for 45.5% of the national total, and foreign trade processing is 42 billion yuan. 66.4% of the national total.

The nine provinces (cities) in the Pearl River Delta, the Yangtze River Delta, and the Bohai Rim region account for less than 13 provinces (autonomous regions and municipalities), but the printing industry has a large enough advantage. The number of printing companies in the three regions accounts for the national total. 66.5%; industrial output accounted for 75.39% of the national total; foreign-invested enterprises accounted for 83.69% of the national total, foreign trade processing accounted for 98.7% of the national total.

Foreign-invested printing enterprises increased by 2% year-on-year

Q: In the context of this year's international financial crisis, the foreign printing market has been hit hard. Is China's total foreign trade investment and import and export also subject to a big impact?

A: This year, China's printing industry's foreign trade processing totaled 63.238 billion yuan.

There were 2,441 foreign-invested printing enterprises, up 2% year-on-year; the total investment was 16.209 billion US dollars, down 17.3% from last year's 19.61 billion US dollars; the registered capital was 1,091.179 billion US dollars, which was not much changed compared with last year's 10.988 billion US dollars.

The number of foreign-invested printing companies is dynamic. Some foreign companies have withdrawn their factories and others have come in. From the perspective of a 17.3% reduction in total investment, the total reduction is in line with the situation in the context of the international financial crisis. However, foreign trade processing totaled 63.238 billion yuan, indicating that China's status as a world printing power is consolidating. China's printing environment has great appeal to foreign investors, and the overall benefits of foreign-invested enterprises are still good.

China's printing industry has maintained a rapid growth momentum, benefiting from the correctness of the central government, the support and encouragement of the development of the printing industry, and the recent insistence of the General Administration of Press and Publication on the management of printing enterprises.

Next year, we will promote the sustainable and harmonious development of the industry around the five “more emphasis”

Q: In November, the Political Bureau of the CPC Central Committee analyzed and studied the economic work in 2010 and proposed five “more attentions” for next year's work: “More attention is paid to improving the quality and efficiency of economic growth, and more emphasis is placed on promoting the transformation of economic development mode and economic restructuring. Focus on promoting reform, opening up, and independent innovation, enhancing the vitality and motivation of economic growth, paying more attention to improving people's livelihood, maintaining social harmony and stability, paying more attention to coordinating the two major domestic and international situations, and striving to achieve steady and rapid economic development." For the printing industry, these five What kind of implementation will “get more attention”?

A: These five "more attention" are in full compliance with the reality of the printing industry. In order to make the printing industry continue to develop healthily, we plan to make efforts in the following aspects. 1. Speed up the construction of printing parks

China's printing industry is an important part of the news and publishing industry. It is necessary to focus on supporting the development and growth of key enterprises with independent brand products and strong market competitiveness. The study determines the construction scale, market positioning and schedule of the “National Printing Park”, and formulates the access standards for the “national printing park” printing enterprises in terms of capital, equipment, output value, quality, and technical personnel, through policies, locations, resources, The five major orientations of market and technology guide the key printing enterprises with advanced printing level, economic scale and efficiency, and ability to participate in international competition to enter the park; guide technological innovation enterprises, specialized supporting enterprises and related industrial chain enterprises to enter the park. Cultivate different printing industry clusters characterized by “specialization, precision, speciality and newness” that are in line with market demand, promote the concentration of resources in the printing industry, enhance comprehensive competitiveness, and make the construction park a means to enhance the printing industry's capabilities.

2. Strengthen the quality supervision system

Continue to build the "3·15" printing quality supervision and inspection brand, take the printing quality as the starting point, strengthen the supervision function of the printing industry, improve the quality awareness of the whole industry, improve the quality standards and management system, improve the quality management testing procedures, and cultivate the conformity The management talents and technical backbone of modern printing technology, cultivate a group of well-known enterprises with international influence. On the basis of quality inspection of publications for three consecutive years, we plan to expand the scope of quality inspection next year and plan to check the quality of packaging printed materials.

3. Accelerate the implementation of technological transformation

Utilize the funds of the General Administration of Press and Publication to control the use of information resources and digital network technology: first, promote the use of the network to handle printing power of attorney; second, digitally transform the traditional printing industry, promote the modernization of the printing industry, adopt multi-color high-speed Advanced technologies such as flexo printing, automatic and linkage, develop fast, on-demand, high-efficiency and personalized digital printing, improve China's printing technology and meet market needs; Third, support publication printing enterprises to carry out technological transformation, packaging and decoration printing enterprises to upgrade Transform and realize the digitalization and industrialization of printing technology.

4. Expand the scale of printing "going out"

The amount of foreign processing trade in China's printing industry has been on the rise, with a total of more than 63.2 billion yuan last year. In order to make the printing industry better enter the international market and gradually expand the trade volume, in terms of management, it is necessary to provide convenient and fast service for enterprises, and further simplify the processing procedures for incoming materials; organize printing enterprises with certain capabilities to international organizations. Promote the status, level and service of China's printing industry, and strive to enter the scope of international organization printing tenders.

5. Promote the construction of credit system

Accelerate the establishment and promotion of the integrity system of the printing industry through government guidance, industry organization promotion and enterprise participation. In the industry, the integrity, technology, quality, service and other projects are used as assessment indicators for assessing the enterprise level, and assessment, high quality and good price. For enterprises with high levels, they will be tilted in policy and gradually phase out enterprises with backward production capacity.

This year, the State Council formulated the "Revitalization Plan for Cultural Industry", which listed printing and reproduction as one of the key cultural industries for development. It proposed to increase support for key industries, improve the industrial policy system, and achieve leap-forward development. This plan has important guiding significance for the development of the printing industry. The recently held Central Economic Work Conference once again proposed to vigorously develop cultural undertakings and cultural industries. As the competent department of the printing industry, the General Administration of Press and Publication should take the scientific development concept as the guiding ideology, implement major projects to drive industrial development, cultivate key enterprises to carry out structural adjustment, accelerate the construction of the park to enhance printing capacity, promote digital printing and develop new formats, and improve Government services to promote printing and processing exports and other aspects to develop specific plans, accelerate the development of China's printing industry, and achieve China's printing industry to become bigger and stronger.
