The types of problems discovered by the Ministry of Environmental Protection mainly include the failure to implement VOCs remediation requirements, the installation of pollution control facilities, the “disordered pollution” enterprises have not completed rectification, the contingency plans have not been strictly implemented as required, the pollution control facilities are not functioning properly and other gas-related environmental problems.
Blue sky defense war supervision content
According to the "Enhanced Supervision Program for Key Areas of the Blue Sky Defence War of 2018-2019" issued by the Ministry of Environmental Protection, the main inspection contents are as follows.
(1) Comprehensive rectification of "disorganized pollution" enterprises
Whether according to industrial policies, industrial layout planning, and land, environmental protection, quality, safety, energy consumption and other requirements, formulate “disintegration and pollution” enterprise remediation plans and standards; whether to implement classified disposal according to the principle of “first stop and then rule”; Complete rectification as required; whether there are “disintegrated” enterprises outside the list; whether there is a resurgence of “disorganized” enterprises that have been banned.
(II) Governance of environmental problems in industrial enterprises
Investigate the installation, operation and discharge of environmental protection facilities of gas-related industrial enterprises. It is important to check whether the pollution prevention and control facilities are constructed as required; whether there are abnormal operation of pollution prevention and control facilities, excessive discharge, temporary suspension of production for the purpose of escaping on-site inspections, and opening of emergency discharge channels in non-emergency situations, such as evading supervision; Whether sulfur dioxide, nitrogen oxides, particulate matter, and volatile organic compounds (VOCs) in key areas fully implement the special emission limits of atmospheric pollutants; whether there are unorganized emissions to key industries such as steel, building materials, nonferrous metals, thermal power, coking, and foundry, and coal-fired boilers Effective control measures are taken; whether deep treatment is carried out on unorganized emissions such as transportation, loading, unloading, storage, transfer and process of materials (including waste).
